There used to be a sysaid agent for windows which could be downloaded. It is now missing. Where did it go and how do we get the agent installed on devices not associated with a domain?

Indeed we have consolidated efforts and focused on MSI package you can find more information here:

it has the same functionality deployment and it can be used as a stand alone executable

In general it should be a simple click "next" until finish, the parameters you need can be see in the Settings > Network discovery > Download page
