We have screenshots we need to capture as administrators that contain information that we do not want to share with the end user. Is this possible without disabling the attachments tab for the end user?

It is not feasible but we do have an open feature request #15781 - another Attachments field that won't be visible for end users.
We want to let you know that feature requests are undergoing a process of prioritization, based on their high or low demand, i.e. amount of requests. We are currently gathering information about this request and will update you once we have more information.
