So I’ve tried enabling this and admins are still don’t have the ability to customize views. Is there another place this needs to be set outside of individual permissions?
Same problem, "Can save custom personal views" was activated but it does not allow administrators to customize views, is there another option to activate?

Only Full SysAid Admin can customize Views. A Non-Full admin can be granted a permission to create custom PERSONAL views”.
But System views or new views that aren’t personal, only Full admin can do.
It would be a nice feature for future releases which you an submit as a new Idea:
