When an End User fills out the Submit Service request and they click on the Browse button for the cc, they get the message that they don't have permission. I don't see where I can make this change.

Please go to Preferences > End User Portal > and check the box Enable "Change User" button on the End User Portal.

I have the same problem but I can't find what you are refering to. We don't use the End User Portal but the Self-service User Portal.
