In order to remove/hide it completely, you should customize the HTML files that you can download from Settings > Customize > Appearance. Or you can move to the new Self-Service Portal, so News can be easily disabled without editing the code.

If I understand the question correctly... You can select who has the ability to see the news when you are creating or editing the news. "Show news to" or "Group" gives you that ability.
