Moving Tabs and changing Order

For your first question unfortunately it is always by alphabetical order
for your second question, you can change the tab order for incidents in the design form by removing the tabs and creating them in the right order.
I know this is not ideal and I invite you to suggest and idea if this is important to more SysMates our product team will prioritize it.
