On the Incident/Request form, how can I align fields next to each other?

I find that adding fields when designing my incident or request template makes the template longer.

I’d like to have the Impact and Urgency fields next to each other in the body of ‘general details’ tab, not on top of each other.

Is this possible? It means there is a lot of wasted space in the template!
