Unfortunately there is no automate faction for something like this.
For tickets already in the system the Assigned to field on a Action Item will have to be changed manually to a different approver.
You can make the assignment change on the template used by new ticket to make sure the Action Items are assigned to the proper admin.
A workaround would be to also use the Admin group on the action item and it should allow any member of the group to make changes.
There is also a supervisor that can be set for Departments and Companies in the environment and they will have access to all the tickets assigned to the members.
